If you're searching for the best LinkedIn outreach agencies, the first question is usually already settled. Your buyers are on LinkedIn. You want someone competent sending the messages. The part you're stuck on is which firm, and the market doesn't make that easy. Two agencies can run almost the same words on their homepages and then deliver work with nothing in common. One writes every message by hand from your executive's profile. The other runs a sequencing tool across rotating sender accounts and reports back on connection requests.

Four questions. They sort the field faster than any feature comparison I've seen.
Who actually does the work
Ask who writes the messages and who sends them, by name and by role. Some agencies give you a dedicated account manager who knows your market. Some run a shared pool of writers. Some subcontract. Some hand you an automation platform plus a playbook and expect your team to operate it, which is a legitimate model, but a completely different demand on your calendar than a done-for-you retainer.
Ask about the sending account too. A message from a real leader in your business reads differently, to the person receiving it, than a message from a sender profile they've never seen. Plenty of agencies rotate across multiple sender accounts to stay inside platform limits. Sensible operationally. It also changes who your prospect thinks is contacting them.
Whether content runs alongside the messaging
Almost nobody asks this one, and I'd put it first.
The person opening your message decides almost immediately whether you're worth a reply, and most of that decision happens before they read a word of your copy. Have they seen your name? Has anything from your company crossed their feed? If not, the message is doing all the work by itself, and rewriting the opening line won't move the arithmetic much.
The numbers here are worth holding onto. Cold email tends to pull somewhere around a 1 to 3 percent reply rate. Well-run LinkedIn outreach lands closer to 10 to 15 percent. And content published from a personal profile performs roughly 5 to 10 times better than the same content posted from a company page. Both facts point the same way: outreach works best when the recipient already recognizes the person sending it, and personal profiles are where that recognition gets built.
So when you evaluate an agency, find out whether anyone is building your visibility while the messages go out, or whether outreach is being sold to you as a standalone line item.
How a meeting gets qualified
Every agency in this category reports meetings. Ask what counts as one. A calendar invite accepted by someone with no budget authority is not the same thing as a conversation with a decision-maker who matches your target profile, and both land in a monthly report as "meeting booked."
Ask how the target list gets built, and from what. Some firms start from a named-account list you approve. Some start from a database segment. Ask what happens to a positive reply: does the agency run the conversation, or pass it to your sales team at first response? What the contract locks you into

Two points to know before you approach them. New agency engagements require an initial three-month commitment, and ColdIQ specifies a baseline requirement of more than $100,000 per month in revenue for its agency services. Retainer figures aren't published on its own site, so anyone quoting you a specific monthly number for the agency work is estimating.
Best for: companies past that revenue threshold that want outbound, ads, and executive content from a single multi-channel firm, and are comfortable committing three months up front.
Cleverly
Cleverly is one of the larger and better-known names in US LinkedIn lead generation. Its LinkedIn lead generation service starts at $397 per month and includes high-volume monthly prospecting, open InMails, and a dedicated account manager. It also offers LinkedIn Content and Ghostwriting, where writers handwrite on-brand posts to build thought leadership, plus profile optimization. Operationally there's an AI-driven unified inbox that centralizes LinkedIn conversations and flags positive replies, AI copywriting templates (currently in beta), direct CRM integration, and A/B testing across LinkedIn, email, and calling campaigns. A white-label service is listed as a core offering.
A word on pricing, because this is where the market has shifted. Cleverly's cold email and cold calling prices are no longer published anywhere on its site: the pages that carried them are gone, there's no pricing page, and its automation tool page now routes pricing questions to a consultation. You'll still find specific monthly figures for those services quoted around the web. None of them can currently be sourced from Cleverly's own materials, so treat them as stale and ask directly. Its LinkedIn Ads management pricing has a related problem: one section of its ads page lists a different set of monthly tiers than another section of the same page. Get the number in writing.
Best for: companies that want a high-volume outreach system at a low entry price, with a recognizable name behind it.
Frontal

What sets its approach apart is the account list. It works with clients to define and enrich a focused list of 100 to 500 named accounts before campaigns launch, then runs what it calls a three-channel flywheel, where outbound, ads, and content all point at that same list. Its published materials describe a LinkedIn Ads playbook used to coordinate ads with outbound, though standalone ads management isn't listed as its own subscription tier.
Commercially it's among the most transparent here. Base pricing starts at a minimum engagement of $5,000 per month. These four turn up constantly in roundups for this keyword. All are credible, and all are strong at the thing they actually sell. But in each case the published service list is built around ads, content, press, or training rather than one-to-one messaging, so ask what outreach is included before you spend a call finding out.
B2Linked
B2Linked is a LinkedIn Ads specialist, and one of the most respected names in that lane. It provides full-service LinkedIn Ads account management including full-funnel strategy and unlimited campaigns, conducts account audits focused on analyzing past performance and improving bidding and structure, and offers hourly consulting covering team training, report building, and live Q&A. It uses proprietary internal ads tooling for campaign scheduling and faster execution, used on the client's behalf rather than sold as software.
It also publishes its full price list, which is rare enough around here to be worth noting. Ads management runs $3,000 per month plus a $1,000 one-time setup fee for ad budgets under $15,000 per month, moving to a variable 20 percent down to 6 percent of ad spend plus the same setup fee above that. A standalone audit is $2,000. Hourly consulting is $450 per hour. Account management requires a three-month contract minimum. It also produces executive video content: a Thought Leader Advanced package at $2,200 per month plus a $1,000 setup fee for 20 videos, a Basic package at $1,600 per month plus setup for 12 videos, and a Basic Video Ads service at $700 per month plus a $500 setup fee for four video ads. Plans are $99 per month for Basic and $149 per month for Plus, with a 30-day free trial.
One caveat if you're shopping this keyword. We could not confirm from Impactable's published materials whether it offers manual, conversational one-to-one LinkedIn outreach. If that's what you're buying, ask directly rather than assuming the demand generation label covers it.

Team Maia

Le Crayon
Le Crayon is a hybrid media network and communications agency, and genuinely very good at what it does. It produces custom content across LinkedIn, Instagram, TikTok, and YouTube in formats from carousels to video, handles press relations including press release drafting, media events, and placement across television, radio, print, and digital, runs influencer campaigns connecting brands with creators, and folds clients into a networking community of business leaders. It operates its own digital media properties alongside the agency branch.
Two practical notes. Its media properties, client roster, and service descriptions are overwhelmingly centered on French audiences and the French media ecosystem, so it's a natural fit if that's your market and a harder one if it isn't. And its published service list is built around content, press, and influence, so if targeted outreach is what you came for, ask what's actually included before booking. Pricing isn't publicly disclosed.
Best for: executives in the French market who want a strong public profile built through content and earned media.

Comparing quotes in this category is harder than it should be, mostly because the firms aren't selling the same unit. Here's roughly how the published figures line up.
At the low end, Cleverly's LinkedIn lead generation starts at $397 per month. At the high end, Workflows sets a $5,000 per month minimum engagement, with account-based sprints between $6,000 and $12,000. B2Linked's ads management sits at $3,000 per month plus setup below a $15,000 ad budget. ColdIQ, Frontal, Team Maia, and Le Crayon publish no retainer prices, and Cleverly has removed the prices it used to publish for cold email and cold calling.
Two factors skew any comparison you build. Ad spend usually sits on top of an ads retainer, so a $3,000 management fee isn't a $3,000 budget line. And a low outreach retainer generally buys messaging alone, which means the credibility side of the equation is either missing or a separate purchase. Price the complete engine you actually need, not the cheapest line item on each proposal.
